About the JODC Crisis-Management System

With the first priority given to the safety of experts and students, JODC establishes Security Meetings in its headquarters, setting up crisis-management systems in cooperation with related organizations. The following are specific examples.

In the case an expert or a student gets ill or injured

JODC enters into a contract with International SOS Japan Ltd., the largest company for medical and security emergency services, which allows all experts and students to receive free medical consultations and free referral to appropriate medical institutions in case they get ill or injured on site.

In addition, JODC insures all experts and students with Overseas Travel Comprehensive insurance (Note 1), which enables experts and students to receive cashless medical service in most cases on presentation of Overseas Travel Comprehensive insurance policy to the hospital concerned.

Furthermore, JODC takes responsibility to arrange emergency medical evacuation for experts and students when it is necessary, after consultation with the patient, his/her family, doctors, person in charge in the relevant companies and other necessary persons, with the support of International SOS Japan Ltd.

There have been some cases of medical evacuations including one in which an expert working in Myanmar evacuated to an emergency hospital in Bangkok City, Thailand, due to illness.

In the case major disasters occur at the site

JODC prepares and utilizes an emergency contact network for experts, which is called the "JODC Expert Network,". The JODC Expert Network is updated on a weekly basis for experts' departures and returns and is distributed to all experts along with security information every week.

Additionally, JODC requires all students to carry cellurar phones as a means of contact in the event of major disasters to confirm all students' safety.

In the event of major disasters

1) All experts are divided into groups of 3 to 7 persons by region
2) The office of the Security Meeting in JODC contacts each leader to confirm the safety of experts, and each leader directly contacts all members in his/her group. (On the occasion of a disaster, each leader is responsible for making contact with JODC concerning the safety of all experts voluntarily.)
3) Each leader is responsible for reporting on the safety of all members of his/her group to JODC. Even though the leader cannot confirm the safety of any of his/her members, he/she is responsible for continuing to make contact until JODC makes contact with such member.
4) JODC reports on the safety of experts to the Ministry of Economy, Trade and Industry and Cooperating Companies.
5) The expert informs JODC upon leaving his/her country of assignment regardless of the reason. While a leader is away, an acting leader will be selected by JODC.

JODC confirmed the safety of all experts through the "JODC Expert Network" on the occasion of Asian Tsunami and the other large earthquakes that have been frequently occurring in Indonesia.

All Japanese residents on the site are urged to depart immediately from the relevant country or the region to a safe country or region (including return to Japan).

Japanese nationals are encouraged to defer all travel regardless of any purposes, and Japanese residents in the relevant country or the region might be advised on departure or preparation for departure from the country or the region depending upon the situation.

Recommendation to consider whether or not to travel
Japanese nationals are advised to evaluate carefully the implication for their security and safety before deciding to travel, and to take appropriate safety measures should they decide to travel.

Japanese nationals traveling to and residing in the relevant country or the region are advised to stay alert concerning the security situation and take necessary precautions.
